Federal and State Contractor

Hurlbert Consulting (DBA of Optinet Resources, LLC) has supported contracts with the US Army Corps of Engineers for the Memphis, Rock Island, Tulsa, and St. Paul Districts, as well as the Institute for Water Resources (IWR).

Of special note, this work includes service on the Interagency Performance Evaluation Task Force (IPET) after Hurricane Katrina.

Among the indicators of the quality of this work is the fact that one of the projects we supported earned an “exceptional” Architect-Engineer Contract Administration Support System (ACAAS) rating from the New Orleans District. The remarks section on the rating stated:

“Very accommodating to the Corps and flexible to changing
inputs. Contractor effectively used GIS mapping technology
along with residential and non-residential valuation programs
to conduct structure inventories for flood damage and benefit analysis. . . .”

Experience with state agencies includes Louisiana Health and Hospitals/Louisiana Health and Hospitals, Office of Mental Health; State of Louisiana, Governor’s Office of Homeland Security and Emergency Preparedness; Louisiana Department of Labor (now Louisiana Workforce Commission); and Louisiana Budgeting Committee.
